This is a Stubby Razel (Razor Chisel), made by the Graham Brothers. The handle is made of brown canvas micarta. Blade length is 2.25", which means it is legal for everyday carry (EDC) in Japan. Unlike a real chisel, it's blade is symetrically ground.
